Covers the system concept and system design of an ERMES two-way paging system. The system design will be sufficiently detailed to prove feasibility of the solutions chosen. Includes a proposal how the actual standardisation work should be carried out and what teh standard structure should be. NOTE: due to possible extra frequency requirements, liaison with ERC required under ETSI/ERC MoU.
